A guerra civil iniciada no final de 2013 no Sudão do Sul causou, pela primeira vez na história das Nações Unidas, um afluxo gigantesco de deslocados internos para o interior de bases da Missão das Nações Unidas no Sudão do Sul, em busca de proteção. Assim, foram criados os Protection of Civilian Sites. Com a chegada de dezenas de milhares de pessoas em poucas semanas, houve um enorme crescimento nas demandas humanitárias e de segurança. O artigo pretende analisar os efeitos da política de Vargas sobre o chamado Sínodo de Missouri, proveniente dos Estados Unidos, que, apesar de trabalhar no Brasil com os teuto-brasileiros, não defendia a questão da germanidade como de sua esfera de atuação, mas foi perseguido e sofreu as consequências do período. A análise se dará com base em documentos de autoridades brasileiras da época, bem como na reação do Sínodo de Missouri que declarava estar se nacionalizando e seguindo as orientações do governo brasileiro. Due especially to the Campaign for Nationalization of Getulio Vargas` Government associated with the entrance of Brazil into World War II against the Germany, Italy and Japan axis, the Lutheran synods were accused of not wishing to perform in the Brazilian way but on the contrary following the dictates of German National Socialism. The article aims to analyze the effects of the policy of Vargas called Missouri Synod from the United States, which despite working in Brazil with the German-Brazilian, it did not defend the issue of Germanism as its sphere of action, but it was persecuted and suffered the consequences of the period. The analysis will be based on the documents of Brazilian authorities of that time as well as the reaction of the Missouri Synod that declared to be nationalized and thus following the guidelines of the Brazilian government. Machado de Assis, no conto _A Sereníssima República_, aponta, por meio da alegoria, problemas de fundo do sistema político brasileiro. Uma espécie de cultura da fraude estaria presente nos comportamentos das aranhas, o que impossibilitaria a implantação reta e precisa da lei, bem como a instituição da paz e da _securitas_. Sérgio Buarque de Holanda, ao analisar, a partir de fontes primárias, o período em que se passa o conto, constata os mesmos problemas que Machado de Assis apontara. Os (...) conceitos políticos espinosanos são movimentados, ao final, para mostrar que em um _imperium_ no qual as leis são constantemente violadas, não se está distante do estado de natureza, com grande perigo de vida para os súditos-cidadãos. Esta obra traz ao leitor ensaios publicados ao longo de algumas décadas, alinhados a tradição brasileira de 'pensamento social'. Entre os vários intelectuais e pensadores analisados por Castro Santos, a obra de Gilberto Freyre, um dos maiores nomes de nosso tempo, mereceu atenção especial. Além do escritor pernambucano, todos os demais autores tratados neste livro revelam uma preocupação com o Brasil, uma intenção de 'reinventar' um país, gerar uma nação, criar metáforas de transformação social, converter idiomas e, regionalismos a uma (...) 'língua geral' de brasilidade. Nomes ilustres e obras hoje clássicas na tradição do pensamento social no Brasil passam pelo crivo do autor, sociólogo pertencente a geração que se voltou para grandes temas e cenários, sempre a cautelosa distância da excessiva especialização profissional dos dias atuais. Apesar da diversidade de perspectivas ou pontos de vista, os autores discutidos neste livro estão sempre a 'conjugar o futuro': a exemplo dos positivistas progressistas, como Pereira Barreto, ou dos agitadores das reformas na educação e saúde, como Azevedo Sodré, Arthur Neiva e Belisário Pena - esses últimos, figuras de destaque da Primeira República; por outro lado, em que pese a diversidade ainda maior de ideais e projetos, em autores como Gilberto Freyre e Sérgio Buarque de Holanda, ou na contribuição destacada de Antonio Candido, há sempre a preocupação de reinventarmo-nos (como já se disse deles), em um sentido que se poderia chamar totalizador. Isto é, trata-se de entender o país, retratá-lo, discutir projetos e novos caminhos. Na agenda intelectual da atualidade, aquela intenção não deveria jamais ser perdida. Business ethics is a relatively new topic of academic discussion in Latin America. Corruption and impunity came to be serious moral diseases in the region, probably as a result of a long period of dictatorship in most countries. Low ethical standards in the politics have had deep impact on individuals, organizations and economic systems. Excessive consumption, materialism and selfishness, in contrast with real poverty, have been responsible for a sloppiness in attitudes and principles in many Latin American countries. Even though (...) the majority of the population belongs to the Roman Catholic Church, the lack of education has led people to a dichotomy: faith and business practices are often very distant from each other. Several isolated efforts have been done in order to enhance business ethics through education, publications and professional activities. The relationship business-academia has proved to be an excellent initiative for this objective, mainly in Mexico, Brazil and Peru. (shrink)

Successful entrepreneurs of a large retail chain for clothing—the Lojas Renner, decided to address gender, as well as job and income generation issues, in a challenging experience that involved several stakeholders in the new markets where they established their business. In 2007 they launched the ‘Mais Eu’ social campaign aligned with the business, aiming to increase women’s professional qualifications, job and income generation. The key concern relied upon the content of the communication, in order to promote a deep adaptation to (...) regional tastes and habits, respecting the different lifestyles. The institutional advertising campaign focused on the concept of woman and her relationship with important symbols such as family, considering different phases of her life-cycle and different women’s styles. This approach nationalized the concept and the importance of women from all Brazilian regions, enabling identification and awareness. The objectives of this paper are: to present the campaign, as it could serve as a model to be replicated by other companies, in emergent or developing countries; and to analyze the campaign using the theoretical framework of the Ethics of Care. Among the available metaethical views, it would seem that moral realism—in particular moral naturalism—must explain the possibility of moral progress. We see this in the oft-used argument from disagreement against various moral realist views. My suggestion in this paper is that, surprisingly, metaethical constructivism has at least as pressing a need to explain moral progress. I take moral progress to be, minimally, the opportunity to access and to act in light of moral facts of the matter, whether they are mind-independent (...) or -dependent. For the metaethical constructivist, however, I add that moral progress ought also mean that agents come to be or could come to be motivated to act in light of the right kind of moral judgments. Together I take this to mean that, for all forms of constructivism, moral progress must be explained as a form of moral improvement, or agents aspiring to be better sorts of moral agents. In what moral improvement consists differs for various forms of constructivism. Here I distinguish between three different versions of metaethical constructivism: Humean constructivists as represented by Street, Kantian constitutivist constructivists as represented by Korsgaard, and constructivists about practical reason as represented by Carla Bagnoli. I conclude by showing that only constructivism as a view about practical reason can fully account for moral progress qua the opportunity for moral improvement. (shrink)

We provide an account of chimpanzee-specific agency within the context of philosophy of action. We do so by showing that chimpanzees are capable of what we call reason-directed action, even though they may be incapable of more full-blown action, which we call reason-considered action. Although chimpanzee agency does not possess all the features of typical adult human agency, chimpanzee agency is evolutionarily responsive to their environment and overlaps considerably with our own. As such, it is an evolved set of capacities (...) for goal-directed behavior, which solves problems that chimpanzees naturally encounter. Thus, it ought not be understood as a deficient instance of human agency. (shrink)

An effective method to increase the number of potential cadaveric organ donors is to make people donors by default with the option to opt out. This non-coercive public policy tool to influence people’s choices is often justified on the basis of the as-judged-by-themselves principle: people are nudged into choosing what they themselves truly want. We review three often hypothesized reasons for why defaults work and argue that the as-judged-by-themselves principle may hold only in two of these cases. We specify further (...) conditions for when the principle can hold in these cases and show that whether those conditions are met is often unclear. We recommend ways to expand nationwide surveys to identify the actual reasons for why defaults work and discuss mandated choice policy as a viable solution to many arising conundrums. (shrink)

This paper examines the status of Corporate Ethical Policies (CEP) in large companies in Argentina, Brazil and Spain, with a special emphasis on Corporate Ethics Statements (CES), documents that define the firms’ philosophy, values and norms of conduct. It is based on a survey of the 500 largest companies in these nations. The findings reveal many similarities between these countries. Among other things, it emerges that most companies give consideration to ethics in business and have adopted some kind of formal (...) or informal ethical policies. Regardless of whether or not they have a CES, companies agree that ethical conduct must be taken into account when selecting, appraising and promoting personnel as an important ethical policy. There is a growing tendency to draw up formal corporate ethics documents. These documents are perceived, first and foremost, as supporting the development of corporate culture. Most respondents believe that primary responsibility for ethical issues in the company rests with the CEO. Finally, the findings indicate that most companies that devote more resources to communicating and implementing CESs have two or more formal ethics documents. The main differences between the countries included in the study concern the emphasis given to specific aspects, such as avoiding misconduct or taking ethical criteria into account when selecting personnel. The emphasis is greatest in countries where corruption seems most prevalent. (shrink)

La philosophic politique contemporaine est traversee par la question (ou le defi) du pluralisme. Parmi les theories les plus influentes, qui prennent ce probleme comme point de depart d'une reflexion normative sur la vie politique, on peut compter Celles de Habermas et de Rawls. La theorie discursive et le liberalisme politique, en effet, expriment d'une fagon similaire la question ä laquelle doit repondre toute theorie politique dans le cadre des societes modernes: comment l'existence d'une societe juste et libre est-elle possible (...) sous les conditions d'un desaccord profond et permanent entre les doctrines comprehensives ou les visions du monde qui la composent? Meme si leurs reponses au defi du pluralisme divergent ä des points importants, Habermas et Rawls partagent aussi l'idee selon laquelle la legitimite d'une conception de la justice politique depend des raisons qui peuvent etre justifiees independamment du contenu normatif propre des doctrines comprehensives ou des visions du monde. Je pense que l'idee rawlsienne de la raison publique, au moins dans sa derniere etape de developpement, permet d'envisager une nouvelle reponse ä la critique habermassienne, dans la mesure oü le consensus par recoupement n'est pas simplement une convergence heureuse qui survient par hasard, mais au contraire ne peut jouer un role approprie dans la justification politique que s'il contribue ä la stabilite sociale pour des raisons correctes. La conception politique de la justice chez Rawls partage l'idee d'une democratic deliberative organisee autour d'un ideal de justification politique dont l'aspect central est le raisonnement public des citoyens. Cette justification politique ne saurait etre interpretee comme une accommodation pure et simple des doctrines comprehensives divergentes. Elle implique l'idee d'une acceptability rationnelle fondee sur le principe liberal de legitimite. Une telle interpretation nous montre que le liberalisme politique est plus proche de la theorie discursive que ces deux penseurs, pour des raisons differentes, seraient susceptibles d'admettre. Most views of agency take acting for reasons (whether explanatory or justifying) to be an important hallmark of the capacity for agency. The problem, however, is that the standard analysis of what it is to act in light of reasons is not sufficiently fine grained to accommodate what we will argue are the myriad types of ways that agents can do so. We suggest that a full account of acting for reasons must also recognize the relationship that agents have with (...) their reasons. We focus on two types of relationships. The first is the traditional case, where agents act in light of reasons that they take to be their own and that they endorse. We describe this as possessing an Endorsement Relationship with one's reasons. A second way of relating to reasons is what we will describe as possessing a Directed Relationship with one's reasons. This includes cases in which agents' actions are the product of reasons but toward which agents do not have an Endorsement Relationship. The Endorsement Relationship is uncontroversial. In this paper, we defend the existence and importance of the Directed Relationship. We show that it is a genuine but overlooked way of relating to, and thereby acting for, reasons. (shrink)

'We desire all and only those things we conceive to be good; we avoid what we conceive to be bad.' This slogan was once the standard view of the relationship between desire or motivation and rational evaluation. Many critics have rejected this scholastic formula as either trivial or wrong. It appears to be trivial if we just define the good as 'what we want', and wrong if we consider apparent conflicts between what we seem to want and what we seem (...) to think is good. In Appearances of the Good, Sergio Tenenbaum argues that the old slogan is both significant and right, even in cases of apparent conflict between our desires and our evaluative judgements. Maintaining that the good is the formal end of practical inquiry in much the same way as truth is the formal end of theoretical inquiry, he provides a fully unified account of motivation and evaluation. ABSTRACT The philosophical tradition approaches to morals have their grounds predominantly on metaphysical and theological concepts and theories. Among the traditional ethics concepts, the most prominent is the Divine Command Theory (DCT). As per the DCT, God gives moral foundations to the humankind by its creation and through Revelation. Morality and Divinity are inseparable since the most remote civilization. These concepts submerge in a theological framework and are largely accepted by most followers of the three Abrahamic traditions: Judaism, Christianity, and (...) Islam: the greatest part of the human population. Holding faith and Revelation for its grounds, the Divine Command Theories are not strictly subject to the demonstration. The opponents to the Divine Command conception of morals, grounded in the impossibility of demonstration of its metaphysical and religious assumptions, have tried for many centuries (albeit unsuccessfully) to devalue its importance. They held the argument that it does not show material evidence and logical coherence and, for this reason, cannot be taken into account for scientific nor philosophical purposes. It is just a belief and, as so, should be understood. Besides these extreme oppositions, many other concepts contravene the Divine Command theories, in one or another way, in part or in full. Many philosophers and social scientists, from the classic Greek philosophy up to the present date, for instance, sustain that morality is only a construct, and thus culturally relative and culturally determined. However, this brings many other discussions and imposes the challenge to determine what is the meaning of culture, which elements of culture are morally determinant, and finally, what are the boundaries of such relativity. Moral determinists claim that everything related to human behavior, including morality, is determined, once free will does not exist. More recently, modern thinkers argued that there is a strict science of morality. However, the scientific method alone, despite explaining several facts and evidence, cannot enlighten the entire content and full meaning of ethics. Morals’ understanding requires a broader perception, and an agreement among philosophers, which they have never achieved. All of these questions have many different configurations depending on each philosophical strand, and start complex analysis and endless debates, as long as many of them are reciprocally conflictive. The universe and the atmosphere involving this thesis are the dominions of all these conceptual conflicts, observed from an objective and evolutionary standpoint. Irrespective of this circumstance and its intrinsic importance, however, these questions are far distant from the methodological approach of an analytical discussion on objective morals, what is, indeed, the aim and scope of this work. We should briefly revisit these prominent traditional theories because this thesis shelters a comparative study, and its assumptions at least differ profoundly from all traditional theories. Therefore, it becomes necessary offering direct and specific elements of comparison to the reader, for the right criticism, dispensing interruptive researches. However, even revisiting the traditional theories, for this comparative and critical exposure purpose, they will be kept by the side of our main concerns, as “aliena materia.” Irrespective of the validity of any or all of the elements of this discussion, and their meaning as the philosophical universe of this thesis, the purpose of this work is demonstrating and justifying the existence and meaning of prehistoric moral archetypes arisen directly from the very first social needs and efforts for survival. These archetypes are the definition of the essential foundation of ethics, its aggregation to the collective unconscious and corresponding logic organization and transmission to evolutionary stages of the human genome and different relations space-time, irrespective of any contemporary experience of the individuals. The system defined by these archetypes composes an evolutionary human social model. Is this a metaethical position? Yes, it is. Moreover, as in any metaethical reasoning, we should look carefully for the best and coherent routes, as the Analytical Philosophy offers them. Thus, this work should reasonably demonstrate that morals are not a cultural product of the civilized men or modern societies and that despite being subject to several cultural relative aggregations and subtractions, its essential foundations are archetypal and have never structurally changed. This reasoning induces that morality is an original attribute of the “homo sapiens”; it is not a property and nor an accident: it integrates the human essence and belongs to the realm of the ontological human identity. The human phenomena is a continuing process, playing its role between random determination and free will, and we need to question how morality began and how did it come to us in the present. Corruption within the private sector has often not been dealt with in Brazil. Organizations may find corrupt acts in its operations or practices, but specific concepts and programs to avoid them are neither concrete nor clear. Some Brazilian stockholders have become aware of the risks involved in unethical procedures and are adopting the Best Practices of Corporate Governance initiative. International agencies have intensively supported organizations and governments in an effort to define policies that inhibit illegal or corrupt cultural habits throughout (...) the world, but Brazilian practitioners show insufficient response. Skepticism may indicate a lack of understanding about how an ethical leadership can guide employees, setting high standards for the organizational culture and climate, clearly defining limits of correct behavior, and creating appropriate codes of ethics. Transparency still has to be discovered as a significant tool to encourage professionalism in performance and reporting of data in Brazilian companies. In this article, we analyze the ethical behavior of the purchasing department of a multinational company in its host country, Brazil. It focuses specifically on the supplier–buyer relationship. The results indicate that despite the negative reputation Brazilians have in business ethics, a company can still develop a positive and ethical relationship with its stakeholders. Communication, transparency, compliance with the company’s code of conduct as well as the supplier’s awareness of the buyer’s code of conduct are the factors which influence the supplier–buyer relationship. Transparency can be used as a tool to reduce corruption, thereby increasing ethical behavior and company image. Good ethical behavior can help to build up a company’s image. (shrink)

This paper seeks to analyze the construction of ethics in sexuality research in which qualitative methods are employed in the field of social sciences. Analyses are based on a bibliographic review of current discussions on research methods of queer theory and on the authors' own experiences of past research on sexuality. The article offers a theoretical perspective on the ways ethnography and in‐depth interviews become methods that can rely on a consensual method and create a politics of intimacy between the (...) researchers and research participants. The politics of intimacy may contribute to the production of a politically engaged knowledge while escaping from the moral matrix that usually governs the relationship between researchers and research participants. It is argued here that the researcher's sexed and gendered body matters for fieldwork; that the consensual method among participants may be employed in sexuality research as a fruitful tool; and that the relationships created among researchers and participants can pose a challenge to predetermined ethical guidelines in research. As a result, discussions problematize the existence of a politics of intimacy in sexuality research that is characterized by ethical relations among research participants. (shrink)

Though it is held that some models in science have explanatory value, there is no conclusive agreement on what provides them with this value. One common view is that models have explanatory value vis-à-vis some target systems because they are developed using an abstraction process. Though I think this is correct, I believe it is not the whole picture. In this paper, I argue that, in addition to the well-known process of abstraction understood as an omission of features or information, (...) there is also a family of abstraction processes that involve aggregation of features or information and that these processes play an important role in endowing the models they are used to build with explanatory value. After offering a taxonomy of abstraction processes involving aggregation, I show by considering in detail several models drawn from different sciences that the abstraction processes involving aggregation that are used to build these models are responsible for their having explanatory value. This book is about power and freedoms in our technological world and has two main objectives. The first is to demonstrate that a theoretical exploration of the algorithmic governmentality hypothesis combined with the capability approach is useful for a better understanding of power and freedoms in Ambient Intelligence, a world where information and communication technologies are invisible, interconnected, context aware, personalized, adaptive to humans and act autonomously. The second is to argue that these theories are useful for a better comprehension (...) of privacy and data protection concepts and the evolution of their regulation. Having these objectives in mind, the book outlines a number of theses based on two threads: first, the elimination of the social effects of uncertainty and the risks to freedoms and, second, the vindication of rights. Inspired by and building on the outcomes of different philosophical and legal approaches, this book embodies an effort to better understand the challenges posed by Ambient Intelligence technologies, opening paths for more effective realization of rights and rooting legal norms in the preservation of the potentiality of human capabilities. Tenenbaum argues that previous philosophical theories in this area, in focusing on momentary snapshots of the mind of idealized agents, miss central aspects of human rationality.

This paper argues that theEncomium of Helenmust be seen as a speech about the value and importance of wisdom in human life and not as much as one as aboutlogos. Gorgias sustains his vision based on a certain intellectualism which reduces moral faults to intellectual errors. This intellectualist program comprises a rationalization of emotions and a commitment with a certain tradition that discriminates between a minority with knowledge and a majority with only opinion. The consequence for Helen is that she (...) can be excused from her action at the expense of being reproached for her lack of wisdom and is thus relegated to the ignorant majority. Therefore, what is initially praise and an apology turns into severe blame. For this, I argue, the encomium can be qualified as an amusement (paignion). For theEncomium’s listeners the amusement becomes a challenge that demands they decipher the speech’s paradoxical character and appeal to their own wisdom to not be reproached like Helen. Thus theEncomiumcannot be seen as a treaty nor as mere joke but rather as an intellectualagônbetween the speech and the listener, which serves them “to arm the soul for contests of excellence”, as the epigram dedicated to Gorgias in Delfos says. Diante de uma crise sanitária mundial, a pandemia do COVID-19, iniciada em 2020, fez com a humanidade se reorganizasse, entrando em uma nova era. Os órgãos de saúde competentes, juntamente com as nações, expuseram suas preocupações, editando decretos e normativas a serem seguidas, com medidas rigorosas de isolamento social. E a Educação foi uma das áreas mais afetadas, por ser um dos pilares mais importante na sociedade moderna. A rotina que antes era totalmente presencial, passou a ser a distância, novas (...) ferramentas foram ganhando palco, as tecnologias entraram em cena, as mídias sociais passam a ser recursos, estratégias para novas abordagens, metodologias passaram a ser repensadas, reorganizadas, para oferecer uma educação de qualidade, mesmo em tempos de crise. E partindo dessa ideia, o presente trabalho visa discutir e compreender se toda essa mudança, essa troca de cenário de forma abrupta, e as estratégias conseguiram alcançar os objetivos propostos no processo de ensino-aprendizagem. A análise ocorreu em uma escola pública municipal da região norte de Cuiabá- MT, no período letivo de 2020 e 2021, sendo observadas o curso das disciplinas Arte e Educação Física, com um público de alunos variados, da pré-escola ao 3° ano do Ensino Fundamental I.
